that's only assuming game mechanics are the meta in that particular verse. Jevil even stated that the world is like a game after the encounter with mystery man.
I think this would kinda enforce not scaling it. The standard for game mechanics is equipment not being damaged or destroyed by attacks, in the majority of games, the majority of RPGs included.
Thus, if the standard logic is damage doesn't destroy equipment, then that's just a property of "game mechanics logic" being true, not of Jevil's Durability.

Baseball Bats can only do so much before it gives up, depending less on the user's physical power, and a lot of other factor-

Yes they would if the properties of that particular wood is different from the wood of our world. You don't assume that wood from that verse, would be the same as this wood from this verse. mainly due to their properties.

Either way, we're not scaling characters to their equipment forms since said equipment are never put in situations where they are directly scaled. (As battle equipment has the yielder's attack and defense on top of their own).
Plus, Jevil could just get stronger for all we know.

We could upscale Jevil from Spamton.

If he got stronger than why he wouldn't scale to chapter 2's top tiers?
 
Based on what? We already discussed that Jevil will not scale to Spamton.
This is because Base Spamton wanted to "surpass" that clown around town, but even if that meant Jevil, we dunno if it meant freedom (A reoccurring theme across both of them.) or power, or success or popularity (Spamton's success was calls, making big sales, big deals, living in the Queen's Mansion, while Jevil was the Court Magician.), plus, his behaviour as Spamton Neo suggests he was dissatisfied with whatever he got, implying he didn't "surpass" them as much he wanted to, right?

And the theme was strictly about freedom with Spamton NEO, so yeah. We already discussed that, and you're right, it can mean multiple things, therefore one should not be assumed to be true

He actually survived in Pacifist Fight Route when he started to consuming electricity to turn into EX form, but he just backs to his base... but he survives.
And give to his base flight, cause in the puppet scarf or DealMaker form he flies out of Kris inventory

Also, he's kinda KO'd in just 3 hits by Noelle's IceShock, & not only are all 3 of those at the same time -Meaning we don't know if he would've survived an individual IceShock or if it was just overkill- they're when he's at like 6 or 10 percent health; It's uncertain if he could survive at full power, especially if Temperature Durability is separate from regular Durability

Cause he LOST that body on Fight Route (Not Snowgravw route) NEO explodes but Spamton BASE tanks that without any problem

Oh nah, we shouldn't use stat numbers on a RPG to determ who is stronger than who. As Bloxer said, "my power level is falling behind the others, now all I can do is gasp and commentate on the battle", even though he has comparable stats.

Narrative > Stats
He could have meant in the terms of the ratio between levels, attack and defense. he has level 4 attack 4 defense 5 while Rudinn, Jigsawry, Ponman and Hathy have the same attack and defense but on a lower level so if they were at level 4 instead their attack and defense stat would be above Bloxer's.

We don't judge things based on "it could have", literally zero reasons to scale on to the other.

If it's likely or even possibly, sure, maybe. But the guy literally said his power level is falling behind regardless of stats. Assuming Level has any influence in how much a stat affects someone else (like Pokémon) based on nothing is far fetched

Maybe, but we have little reason to believe so.

I mean, Magic doin much more damage than physical attacks against Spamton Bluelight special making Kris do only 10 damage by fight, but making Noelle doin insane Damage

PuppetScarf is Spamton itself, so Spamton alive or Spamton in coma. I don't think Toby will make second variant, he kinda lazy and won't make that hard thingy. And PuppetScarf can talk according to special dialogue if your inventory would be full at Spamton NEO fight
