So Those who sit above in Shadows or Elder Gods are one layer? Since Loki being above them implies an additional layer.

Do we know if he outright 'dwarfs' them for it to be an additional layer? Or is he just "really strong" compared to TWSAIS?

Yeah, probably 1-A possibly High 1-A.

This is just my opinion, but I think 1-A fits best. If it ended up as High 1-A we'd have a lot of other High 1-A, like the omniversal abstracts, which doesn't really seem right.

Loki at the very least scales to them. Given his power over narratives can extend beyond the Multiversal Eternity, its a given that he scales that much higher. Though, the relationship is hardly portrayed as dwarfing them completely that's fine.

So would God of Stories Loki and Rune King Thor roughly scale to the same level, as they both upscale TWSAIS?

I'm not in any implication Rune King Thor is that much weaker TWSAIS but they are stronger for sure. He couldn't get rid of them, stop the fates, nor end the cycles of Ragnarok. He had to destroy the looks of the fates to severe their connection on feeding through the cycles. Even then they called him puny and at best referred to him a peer but that difference isn't too large. So the Rune King Thor upscaling them is just plainly that TWSIAS are somewhat more powerful to a degree but not that large.

As for Loki, his potential goes far beyond the shadow gods. Though, as just a being with incredible powers he does scale lower but like Thor not to an unfathomable amount compared to TWSIAS.

In short, they're all the same tier.
