Saitama. One of the most wanked fictional characters around tbh.
But if you mean in the confines of the verse itself, Marugori/Beefcake. People literally think that he's some high-tier Dragon level threat that could even give Orochi a run for his money, if not outright beat him. There are people who think Marugori is in the top 10 strongest Monster's in the series.

My top picks would be: Hellfire & Gale (esp HNP versions), Sonic, Beefcake, Psykos and the king of being overrated iiiiiis... Watchdog Man.
Hellfire and Gale are an interesting situation- they get overrated by the most intense powerscalers and not casual fans unlike Beefcake or Saitama as RinneItachi said. Maybe it's just the people I interact with, but most powerscalers I deal with would rate Monsterized Hellfire and Gale as individually stronger than Darkshine, arguably comparable to Golden Sperm and AB Bang individually (and obviously better as a team). These same people would rate human HNP Hellfire and Gale around the level of Platinum Sperm, making them some of the strongest dragons in the series... absolutely not the case.
Sonic is a similar situation but upscaled even further by these powerscalers. The HNP are in a similar boat to where they get scaled as individuals to or above Platinum Sperm and 99% of dragons.
Beefcake is a casual's favorite like RinneItachi says... manga Beefcake's like a mid dragon and anime Beefcake loses to many high dragons.
Psykos. She implied that Gyoro Gyoro > Tatsumaki >= Elder Centipede, making her true form Psykos > Gyoro FP > Gyoro Gyoro casual > Tatsumaki (Est.) > EC or Psykos >>>> EC. If you actually believe that, then regular (no amp) Psykos is arguably above dragon because EC's endurance is still impressive for a high dragon.
Watchdog Man. Why him? About half the fanbase is convinced he's a high dragon around Flashy's tier, which may be true. Another chunk of the fanbase is convinced WDM is comparable to Saitama, praise no other character on this list gets. I think back to that Cosmic Garou vs. WDM post where plenty of people were arguing WDM would win that fight. If WDM doesn't end up being galaxy level, then he's definitely the King of OPM wank (arguably as bad as Saitama casual wank if he's just a high dragon).

He was always an "above demon" but people wanked him to extreme levels because they lack the capacity to dissociate destructive showings from actual scaling. And to be fair, it's comprehensible for non powerscalers.

You would need need to prove galaxies where in the zone and that they were destroyed. It's been brought up before and rejected because there's no evidence for it at the moment.

the proof is that literally everything in space that is to far away looks like a dut of light,even galaxies look like a dut of light in far away,the assumption that is stars is based around the same thing that could work with galaxies (except that you can see galaxies in the background of jupiter)

The thing is he was a demon initially and then he would have become a dragon overtime. Meanwhile, monsters like Vaccine Man were outright stated dragon with the first attacks. There is a clear difference between them, and Vaccine Man, as much as it hurts to say it, is in the lower tier of dragons (base CK scales from him and a ton of characters scale to CK or above).

People always forget that Pre-Molt EC is much weaker than Post-Molt EC. When Psykos was talking about EC, she didn't know how strong he would become POst-molting.

That's not proof. That's a guess. A likely guess? Maybe, maybe, but not a guarantee, and thus it could never be more than a possibility. Asserting it as a fact is what's wrong.
For reference, there aren't even 10 galaxies that can be seen in the night sky with the naked eye, same with planets. Over 90% of the visible dots in the night sky are stars. Seeing galaxies in the background on IO doesn't REALLY suggest anything. It was just a drawing Murata made for visual effect I doubt it meant anything more than that. It doesn't make sense either way since OPM Earth is confirmed to only be a few centuries ahead of ours iirc so it was just a random thing and can't be used as evidence.

Yeah that's not wrong. Though in the manga his feats were drastically less impressive. So much so that honestly he wasn't much stronger than start of series Genos.

I didn't really factor in Post-Molt EC in my criticism of Psykos scalers, it's all based on Pre-Molt EC's durability compared to Bang & Bomb.
You can either scale pre-molt EC's durability above a drained Bomb (since they needed a sustained combo to do major dmg which tired out a fresh Bomb), or downscale it from sleeping Garou w/ Roaring Aura Sky Ripping fist (if it's comparable to base Bang + Bomb's combo). Base Gyoro Gyoro would be at least one, maybe two tiers above drained Bomb or AB Bang depending on where you scale EC. Then full power scales above base Gyoro, base Psykos scales considerably above Full Power Gyoro and elixir Psykos beats base Psykos.
So... Bomb < Pre-molt EC dura < sleeping Garou(?)/Psykos's estimate of Tatsumaki's AP < Platinum S/base Gyoro Gyoro < full power Gyoro Gyoro < base Psykos
Either way, Base Psykos would be at least >>>>> Bomb (who is stronger than like 75% of the s-class) and, if you assume Garou's Roaring Aura is in the same tier as Bang and Bomb's Roaring Aura, you have people arguing base Psykos is 2 to 3 tiers above Platinum S (which would make her stronger than FP Metal Bat and arguably stronger than Sage Centipede).
Basically pre-molt EC scales so high after Bomb+Bang's rematch with Garou, I believe this scaling dramatically overrates Psykos
The scaling rests on Psykos being a trustworthy judge of her own power and Psykos being extremely weakened (like x50, x100 times if you want to put a number on it) by the time she enters her Pskosjet form. I believe she's proven herself to be very biased (to the point of being delusional) about her own strength and find such a maaassive nerf after Tatsumaki twisted her to be unlikely.
While it's no shame to lose to Tatsumaki, Psykos lost to her 4 times in a row in the course of a couple hours but still remained confident in her abilities each time (delusional).
First, base Gyoro Gyoro was cocky it'd beat Tatsumaki and got destroyed.
Then Gyoro Gyoro went full power and was like "haha I'm going to crush you now", only for Tatsumaki to immediately, casually destroy her again.
Then she took the elixir and went "alright now you'll get it Tatsumaki" and then got immediately, casually destroyed a third time.
Then she got her god power-up and was like "Now I am far more powerful than you Tatsumaki!", only for Tatsumaki to be holding back on her still and then twist her to near-death, crushing her a fourth (and kinda) final time.
Basically she terribly overestimated herself/underestimated Tatsumaki four times in the course of the same evening, which is pretty delusional because you think she would have realized she had no idea how strong Tatsumaki was after the second/third consecutive loss. Also, human Psykos doesn't have the screentime to show any feats that show she's like 50X stronger than pre-Molt EC's durability and her only feat is a building-sized lazer eye beam.
But what human Psykos lacks for in feats, she overcompensates for in anti-feats as Psykosjet. Psykosjet struggles with lower-cadre tier S-classes like Drive Knight and Genos who seem to be around Gums/Base Fuhrer Ugly level and gets obliterated by mid-cadre tier s-classes like Atomic Samurai (who completely counters her attack power) and Darkshine. Darkshine in particular straight up knocks her out. You could explain the gigantic gap between being five tiers above Bomb and getting obliterated by Darkshine by her being extremely weakened, but she has Orochi helping her out here so it'd be weird if she was like 100x weaker than before.
So Psykos has a bad-track record scaling herself, has no feats in her supposedly uber strong Elixir-ified state while having many anti-feats in her Psykos-jet state. I think she's more like a mid-dragon in base, maybe high with the elixir.
