I think that might be a good idea, probably 2-3 per person, but i think 2 should be enough.
Granted i have no clue what my second team would be regardless. All the verses/fandoms im into are bullshit levels of power lul

Would Leafy and Anna do? Anna's got passive Fate/Plot/Law/Probability manipulation that makes her always win, so you can restrict that (Not that any if these matches would be added anyways). And you can use her Bullet Heaven 2 key since her EBF5 key has tier 1 stuff. Team name would be "The Natural Egos of Nice and Cute".

Honestly, I don't mind having peeps from the top 10 list with thought, gesture, or even passive hax. It's all about the kind of hax being used and if it's reasonably fallible or not (It's the reason why Nagito's luck was allowed but Food Luck wasn't).
The stuff that's restricted is mainly just stuff that are nearly impossible to overcome, like plot, fate, concept type 1, godly regeneration, OP Law hax stuff.
For as OP as he is, I'd allow someone like Law from One Piece.
No Time Travel, Plot, EE, and tier 2 range for both and they're accepted.
