Yes. To qualify for a spot in any tier, you have to make a match against the character (or characters) in whatever spot you are trying to place the new character in. Whoever wins said match obviously gets the spot.
If it is an inconclusive match, they share a spot.

Don't know if this has been said but Instant Death needs to go from 2-B as they're now 2-A, and speaking of 2-A, I think they can match Sonic characters

It's been agreed that Hunter and Legion should share a spot due to an inconclusive match. Since Magpie (who is physically stronger than Legion) is also on the list it should be "Hunter/Characters from Fray (Legion & Magpie)", if iirc.

As I pointed out on the thread it is a fat incon because giratina can still just do stuff from the distortion world even if the normal world is time stopped or whatever.

Also RotMG characters like Void Entity have their tiers from calc stacking and while I would love to fix that I don't know how to calc or know how to get started with this. So it's probably best they don't compete for top strongest until that is eventually solved (and Void Entity might get into the lower ranges of tier 6 through a certain feat).

I removed the RotMG characters.
I also have a question, is everyone fine with me removing the Anima: Beyond Fantasy characters from the list, such as Noth in 7-B? The profiles are heavily outdated and basically none of the supporters for the verse are active, or seemingly don't scale the verse anymore.

Well I didn't know at first it wasn't only ap based, but there's alot of haxxed out characters who scale to a similar level of tsuna that could be argued for top 10.
