anyways I don't even remember what accident happened to give barry speedforce, but if there's some method in which garou could achieve it without being chosen then there's a chance he'd be able to use his knowledge (given by the convenient cosmic awareness of how the speedforce would work) to recreate something to the same effect

The matches on here are still infinitely more fair than the matches I see on Quora. I've seen people compare Garou to higher-dimensional reality warpers. Dr. Manhattan level characters.

The entirety of the speed force is a multiversal energy system, yes, but Garou wouldn't need to copy it in it's entirety in order to use it. Speedsters aren't running around using the power of the whole speed force, only portions of it.
