Wasn't the feat calculated to be 1 zettaFoe? That's only 10x away from 3-C. Not to mention, Garou jumped from High 4-C to 4-A and Saitama is superior to that
 
OH SHIT!!! Just read the Chinese translation. Saitama is actually growing stronger as he fights Garou. Because Saitama has never fought anyone on his level he never got stronger. But now that there is somebody on his level Saitama is now growing stronger at a rapid rate that’s even faster than Garou.
 
Okay, so bad news.

There is the possibility that the hole in space from the previous chapter was retcon out.
 
So, Saitama did in fact get stronger while fighting his clone, since it was actually as strong as him, he instantly became so strong he one-shotted him without even a fight
 
So wait this means that God actually is stronger than Saitama and the strongest character in the series prior to Saitama fighting Garou. Whether or not God is stronger than Post-Garou Saitama is debatable now though.

At a certain point it goes beyond technique into straight up just copying powers or anything he sees
