Only if there's context in those 20 words that mention other previously established structures/ideas that are accepted to be well into tier 1 and stuff.
The best I can some up with atm is... something like this.

This wouldn't get you Tier 0 though unless there was further context somewhere else. But it could get you 1-A depending on how legit it really is.

To be honest, I never understood Garou's feat with the black hole in this chapter. An explosion from a combination of gravitational brass knuckles and nuclear decay covered IO and briefly swallowed all the light? The presence of a black hole near Jupiter should have destroyed it, but even on IO there was no destruction. Or did he create this black hole somewhere very far away?
And I also wonder why they used the calculation of a black hole for a gamma-ray burst, if the term black hole never appeared there?
