All we have is that Garou copied Saitama’s power.

And Saitama’s repeated statements about going all out against Garou. Saitama saying that he finally got his dream in his internal monologue.

And then there’s Garou saying he’s gonna copy Saitama repeatedly at the end of the chapter.

Piecing these together I’m assuming Murata/ONE are going to try to show that Saitama always grow stronger than an opponent who can copy his power mid fight or attempting to show a strange side to Saitama.
I have a feeling you didn't pay attention to chapter 166
he literally can only copy the current percent of his power saitama is using, which is literally the entire point of him ripping genos apart.
Saitama is literally just a human being, not an evolving mutant. He is very explicitly holding back some of his power, and has been the entire fight.

Irrelevant and doesn’t matter when talking about the same guy who’s physically breaking into imaginary spaces, physically touching space-time portals and is breathing and talking in space. I don’t think Saitama having some sort of conceptual power increase ability would make him any less human than what his current abilities already do.

Limiters are pretty much confirmed by the narrator. Any character who tries as hard as Saitama could theoretically gain RE on the same level as Garou or Saitama.

Garou’s ability was given by god which is letting him copy Saitama’s power, it’s nothing to do with his limiter or anything
