Just checked the original Japanese and Saitama also said 全力 Full Power. So yeah not a translation error. This is in fact Saitama's full power.

Not really. ONE'S assessment of the series is taking a character from the of their power progression in the story and then putting them at the start of the story.
OPM 2ould be like if you took So6P Naruto or EoS Ichigo and put them at the start. But at some point they would reach an arc were someone can match their power.
