No, his whole goal was portalling Garou somewhere else. He was either sending him to another place/dimension, or he was trying to trap him in an infinite loop of portals in a very small space

He's not, Garou says he needs to copy Saitama's power and refine it to be invincible, implying his own strength is not enough.
