Garou's hax is targeting internal organs and mimicking natural phenomenon. Those things can be feasibly countered with a big enough strength gap, that doesn't apply to every hax

At least he has good resistance to radiation and heat now. The matter manip one is a bit iffy imo, but is also useful.
If Garou makes a blackhole maybe he will also get a good resistance to freezing and low temperatures.
