“Wow, that race car is kinda fast!” and “Sorry dude, you came at me kinda fast, I hit you on accident!” does not imply that the dude is as fast as the car.
Saitama can recognise individual speed. He can recognise Genos getting faster with newer parts. Doesn’t mean Genos is now Current Garou speed.

Yea no. There is no reason to say he’s kinda fast at all if he didn't think it and resorted to a impulsive punch instead of a dodge or hand grab. And we already know FF’s speed isnt affected by losing his sword and Garou is far beyond him in speed so there is no need to entertain this assertion.

Unfortunately, the distance is completely off- Saitama and Garou can't be 40,580,700,000 meters away from earth's surface, that would put the first part of their fight about 1/5th the way to Mars or 105x moon to earth distances away from the planet. There's nothing to indicate that we'd be able to see the entire earth if we got a 360 shot, as opposed to a relatively small cross section, which is mostly why the ang-scaling is yielding unusually high results
I'm sure the feat will give good results, but I'll be surprised if it yields anything but tier 6 if calced at a tropospheric or stratospheric distance.

Also, looking at images from varying layers of the atmosphere, the curvature of the Earth in the panels is more consistent with the thermosphere or exosphere. Or, better yet, I could take other shots and try to find it's distance then. The issue is I think the shot I used yeilds the lowest distance results, so it would just get worse, not better.

Doesn’t this assume Saitama and Garou didn’t go higher into the sky after the initial quake? That first quake could’ve been them clashing on the ground. Explains why the characters and ground weren’t repeatedly rumbled over and over.
