When the raws were posted people came up with the idea that this means Tatsumaki is unsure she can even beat PS and current Garou if she's at a healthier/healthy state.

I just figured it was referring to her almost finishing off Psykorochi but reaching her limit before she could do it.

O-obviously the second one. This is Tatsumaki, even if she was uncertain, she'd still say it with upmost confidence. I definitely think it was the condition.
