That wouldn’t work for multiple reasons. Namely, it’s equal stats, so his smashes wouldn’t be damaging them, since it’s just 1 punch. Equal stats is very epic.
Secondly, Twice needs time to measure the proportions of someone in order to clone them. It also takes time to make clones.
Thirdly, the Deku’s would be killing themselves due to how Twice’s quirk works.

Measuring Deku wouldn't take as long as you'd think, and considering everyone else is practically going to war he'd have the time to do that.
It doesn't take him long to make clones. He made enough to cover several city blocks in a small period of time.

Black Sperm doesn’t need to make more of himself. He just IS 9 trillion. Give Twice a week and then MAYBE he’d have made 1/8th that number.

BS doesn’t make clones, unlike Twice, who’s power is making less durable clones.
BS is just a collection of individuals. Twice is 1 person who makes copies of people.

The difference is Black Sperm starts off with 54 trillion duplicates. Twice does not start off with clone.
