The OPM world is one super continent with 26 megacities and some space between them. For someone like Boros, all he needs to do is destroy something like 10307.6388889 km² every minute if we assume all these cities combined are comparable in area to Pangea.
But he'd realistically need far less firepower than that to just kill people, and the actual size of the continent/cities aren't that big.

Well, HE's original plan was to One-shot everyone with a concentrated blast, which we could assume is the Spirit bomb he did. Once GS came to existence, HE said that the plan was ruined, so GS could scale to the Spirit bomb.

Carpet bombing isn’t one shot its a heavy stream of explosions, it ruined his plan because they fused meaning they no longer lack cohesion and he can’t just sit back and carpet bomb them.

It’s power varies and Homeless states he was finding the “right” power; power that would make the kill satisfying.

Only thing is there will still trillions of BS cells left at that point (and no reason to see why they would fuse), so that part of the plan is still good to go. The part that seems to have been ruined is Homeless's plan to exterminate BS after that, since GS is a thing now. The idea that GS is durable enough to endanger Homeless is further supported by the fact that GS saved Homeless's life- something that would not make as much sense if Homeless was a real danger to GS. Further speculation is headcanon, but the idea that GS sees Homeless as a useful ally that poses no real threat to himself explains perfectly why he would save him despite BS wanting to take Homeless out earlier.
