Was a bit on and off on this one. High 7-C RD Vs Low 7-C Weather but Weather's hax should compinsate a bit. I think. Who wins and if this turns out to be a stomp, apologies in advance.

Yes.

He holds a massive advantage in speed, he has far better hax and way better versatility, most of which is lethal and bypasses durability and he has barriers to help with his glass canon status and his Stand doesn't need to worry about its durability to begin with.

He has barriers, but they are only low 7-C, well below rainbow's durability.
 
So? That's not gonna prevent oxygen poisoning and besides, her profile only has her at melee range and the thing that does have range is restricted here.
 
Weather can also detect movements via air so suprise attacks wont work, he can create pseudo barriers that eletrocute and ignite whoever comes into contact with him, he can also shove a vaporous gust inside opponent's which causes them to bloat with so much water it pours out their eye socket's.
 
She was on the moon for days and didn't need to breath.

...And she could speak without oxygen because this is fiction, we don't need physics.

She can't do much with the weather when he can neg it with his several dozen kilometer range.


And what? Not only can Weather do lightning, including localized lighting within feet of himself but direct contact with him instantly electrocutes the person who touched them and grants him some control over their body, she can't do that (plus it also causes them to burst into flames)


And rain frogs limit her movement by a considerable degree, won't be flying when she'd poison herself if she does so.
 
Weather manipulation? Anything she attempts to do will be negged by Weather's surperior weather manip preventing her from doing so.

He negs it rather easily, the moment she starts moving clouds and the like, he moves them himself with his massive range to prevent her from doing anything.
 
He's arguably one of the best weather manipulators on this wiki. Any atmospheric event he can replicate at a drop of a hat and then some.
 
I'm not reading an entire respect thread.

He can do all this in seconds, he doesn't need to move clouds, or use his speed, he can do it all at a thought including preventing her manip.
 
Why? You haven't provided any scans about weather report. I know nothing about jojo besides what written on their profiles, and going by their profiles I see nothing rainbow can't resist.

Straight from his profile, couple that with his massive range, it doesn't take much thought to realize how far and above he is compared to her with weather manip,

So not only does he restrict her movement with a horde of poisonous rain frogs but her only method of attack is melee, in which she'd combust and be electrocuted on contact allowing him minor control of her body, at that point he can follow up by vaporizing her blood, flash freeze or cause water to pour out every orifice and so on and so forth.
 
Going with Weather for Requiems reasoning.

I was just gonna say.

Honestly all he'd need is the poison frogs and as said, way better with weather control.
