It was shown to be able to kill any toon and completely ignore their immortality if one got wasted into it, and I'm wondering if that could happen on any other animated characters if they do not have toon force by any means necessary?

Would Judge Doom's "Dip" still work on Animated characters that do not possess toon force at all?

It wouldn't even really work on Toon Force users, Toons in Roger Rabbit are a specific race of beings that just have that weakness in-verse. It being equated to "every cartoon dying" is NLF
