Kingdom Hearts III is stated to be canon to Toy Story, meaning that Woody and Buzz get a new separate High 4-C key.

(It would be 3-A, but that was before Sora got the Power of Waking)

It isn´t, it would be a separate key, as it´s for when Woody and Buzz were trapped in the virtual reality Young Xehanort made to test their friendship bonds

Even Buzz points out how his lasers turned into "actual" ones.

Also reading the article, Nomura never says it's canon. The article says this;

When Nomura wrote the plot, he was working with the assumption that it was going to be set between Toy Story 1 and Toy Story 2. That changed, however. "Finally, it turned into a story that's set after 2." So this world is set between the second and the third Toy Story films.

Nothing about it being canon. Simply that this is when the events are technically taking place just like KH3 taking place during the main plot of Tangled.

Actually, it being canon is just speculation from the person who wrote the article, all Nomura's statement says is that it takes place between Toy Story 2 and Toy Story 3.
