Why isn't force used to measure attack potency?

I thought about this while thinking about sledgehammers. Although it can smash cinderblocks, the energy it reaches is miniscule compared to the energy required to smash a cinderblock (15000 joules). The reason why it's able to smash a cinderblock is because it gathers momentum and then applies a large amount of force on an object . So I'm really curious as to why we don't use units of force to measure AP.
 
Because our Attack Potency system is an incredibly linear system where it uses joule value for its tiers for ease of use and simplification, it isn't compatible with anything else. Using force/pressure further complicates things and can tend to deflate/inflate values to egregious levels and would lead to the formation of several dozens of types of AP, Striking Strength and durability, which would be highly counter-intuitive and counter-productive to our work-output, and would require rebuilding the wiki from scratch.
