Why Fulcrum isn't unknown tier

In general, Marvel Comics and DC Comics completely lack any kind of internal logic.

If a character's very nature is irreconcilable with a single statement, that statement should be disregarded.

If a character was introduced who is a 777D supergod and he gets pawnched out by Thor, that doesn't make him 4-C, does it?
 
It depends on the context with the power levels shown in other stories. As you said, Marvel and DC do not make any sense whatsoever in this respect.

We could technically just as easily argue for Dormammu being Tier 9-A for being manhandled by Frankenstein's Monster as we could argue for that he is 1-C for being referred to as a higher-dimensional entity in another story, or defeating Multi-Eternity.

None of it makes any sense and has no internal consistency, and as such the profiles featuring the Marvel and DC characters, here and anywhere else, are highly unreliable. We per definition have to cherry-pick and try to find some sort of average or approximation.

Anyway, we have no indication whatsoever about the Fulcrum's true power level, other than that it is far more powerful than the Celestials and the Watchers, who did not display anywhere near their grearest power level within the story in question.

I think the Fulcrum is supposed to be a representation of Jack Kirby so wouldn't it be an off-shoot of TOAA?
 
It is an alternative wholly separate reference to Jack Kirby by a different author, not a unified collaborative coherent character interpretation. We cannot say for certain that it is an aspect of the OAA until it is explicitly named that way.
