Why are the Pride Troopers' tiers so wonky?

Cocotte, Kahseral, Kettol, and Zoiray are all Large Star level with the justification being that they battled Android 18... as well as "was capable of damaging Base Caulifla and helped other Pride Troopers against Super Saiyan Kale and Caulifla". Um, Caulifla and Kale are Universe level and were going all out.

Heck, Cocotte has a Universe level durability rating with her barriers for taking hits from Goku, Android 17, and, you guessed it, Caulifla and Kale. How come she has the same justification on her page twice (i.e., taking on Caulifla and Kale) with two different ratings?

Also, how come Kettol has Solar System level for "[holding] a distracted Goku in his petrified form"? Where did 4-B come from?

The random 4-B mid ends were agreed to be removed save from the three U9 brothers who scale from Majin Buu; though I still personally support underdogs being upgraded via Krillin being implied to impress Gohan and Goku more than Buu, Basil, and Lavender did.

But otherwise, the statements about being able to harm characters rated as 3-A should be removed from characters who are only Tier 4.

But why? Cocotte, Kahseral, Kettol, and Zoiray were clearly pressuring and nearly overpowering Caulifla and Kale. They were putting their all into the blast, and the only reason they managed to defeat those four was because Kale transformed even further into a Super Saiyan 2 for the first time.

Paraphrasing what AKM said, Power Beam Struggles are inconsistent when multiple parties are involved where power levels of grow exponentially in unity.
