Yeah not gonna cut it, he does. As a gimmick, hell half the scans in the scaling blog are like "yo he got angry and his power spiked due to emotions!".

We do if it's their default state and holding back actively changes the stats, see every Marvel herald. Gohan doesn't start off angry, his base and SSJ1 that is seen is not while enraged.
And it's exceptionally bad in DBZ's case because holding back actually does affect stats, and Gohan can't willingly tap into that power, he needs to get angry to tap into his full power, like it or not, even if that power is technically always there, it isn't accessible, and thus not usable, reflective of his actual state we see, and so on.

Gohan's base and SSJ1 state, is not 1/100 and 1/2, the SSJ2 that fought Cell. That's blatant dishonesty. A pissed off base and SSJ1 Gohan never happened, their actual ki and stats, are literal magnitudes below. His profile shouldn't list a hypothetical that never happened as his default state. You can make a note saying his base and SSJ1 can hit that lv while enraged, or maybe even "up to [----]", but you sure don't list the enraged state as his base, we don't do that.

Just gonna pop in to note that those ratings aren’t for holding back, they’re for higher levels of power they can’t normally access, people just use them incorrectly.
 
Maybe you can change his description to include his rage boost like "Upon getting immensely enraged and transforming into a Super Saiyan 2 he casually stomped Full Power Perfect Cell and casually overpowered his strongest Kamehameha at the last second, later on proceeded to destroy Super Perfect Cell at half-power" or something like that.

I think I'm out of the loop a little; is there a sandbox where all of the ratings are that people are discussing or is this just what's on the profiles?

If that's the case, I think a sandbox needs to be made for review.

It is not an amp, rage is what guides his power.
Not touching the rage boost thing because rage boosts are a non-concept; Gohan habitually holds back and his power rises with his emotions, and all Goku did was instill Gohan with the confidence to stop holding back.
Nothing in the original text or any supplementary sources suggests that Gohan experienced a rage boost.
Everything explicitly states that all Gohan did in that instant was release 100% of his remaining strength.

Hey maybe we shouldn't scale his "half ki" statement to half his power output? I actually have a debunk ready for this specific scaling.
