Plus, the gap in Low 2-C is.. Well, to my knowledge, you can be stronger then a Low 2-C, but the gap between it and higher/lower tiers is infinite. Assuming the same, at best Whis' AP is unquantifiable.
 
@J someone above tried to argue the monsters Ahri killed aren't Low 2-C because she effortlessly one shorted the, despite as mentioned above by yourself included that DB itself as examples of Low 2-Cs one shotting other Low 2-Cs
 
The main point for Whis is he rewinds time with knowledge of Ahri and Warps to close the gap and sick slap her. This assumes he doesn't instantly get mind ****** which is the main point of contention
 
He can't spam it though, and it only reverses his surroundings, not himself, so he might still be affected.
