Weird Marvel Comics Scaling?

So on Captain Marvel (Carol Danvers) page under her 4-B attack potency it says Quasar states she his more powerful than him. On Quasar's page it says he's 4-B (Quasar generally avoids using direct attacks, in favor of absorbing and manipulating his opponent's energy and using it against them. Early in his career, he performed such feats against beings like the Rachel Summers Phoenix)... However on Rachel Summers page, her Phoenix key is 4-A.

How does this work exactly?. Also if Quasar uses his opponents energy why is he 4-B?. Wouldn't he be Unknown since he's using his foe's energy against them?. I'm confused, can someone explain this scaling please.

Rachel Summers and the Phoenix Gang is to be downgraded to 4-B I reckon due to the Starving Galactus downgrade.

Also, that's because the AP description for Quasar is terrible, he has feats such as damaging Thor (listed under his Striking Strength), and has fought characters like Blue Marvel and Silver Surfer (although at least via absorbing Surfer's energy for the latter)

I was about to make a new thread but since this is already open and its a content revision thread might as well just use it
I saw people using this feat as if she was limited because she was having an hard time keeping the power of a star, but thats a lie.

She wasnt using the power of a star she was creating an white hole
I have no ideia how much energy would be necessary to create a white hole but its unlikely to be just star level
Also by what is described by Quasar she made a vortex of anti matter

I dont really know how the author thinks a white hole or a anti matter vortex but i dont think this something that would limit her to star as many say
