4 years an election. They don't have a minimum age, just required enough intelligence.

Edit: That's for Zero city, the starting city btw. Like I said, Null City is actually a realm infinite in size, so unless Founder pulled some shit, it isn't really possible to even have a Mayor

Null City is just the realm in general, while Zero City is the starting city inside Null City, and where the rules started. Honestly, Null City itself have barely any rules as all, aside from the way you goes in.
