Monarch level stuff seems completely innocent and underpowered even with a dozen people trying to find out how its OP. Its only after the HGW starts that he stomps the rest of us with the most ridiculous combo imaginableuntil the next war at least.

I'd like to now point out that I have successfully killed Monarch in two of these wars. I am the only person to have successfully killed Monarch aside from Monarch. OvO

I've also had two of my characters intentionally kill themselves, while Monarch's intentionally killed his own character once. I've killed him twice, he's killed him once. Clearly this means that if you want to beat Monarch you have to kill your own character. Correlation always equals causation! OvO

Mad Enhancement (EX(B)): Normally, it is possible to come to a mutual understanding. However, reason will be blown away when his allies are threatened. Even when they are insulted, ´╝Ñ´╝«´╝ñ loses some degree of reason (this applies to his master so good luck if you target them). When active, ´╝Ñ´╝«´╝ñ recieves an increase equivalent to B rank Mad Enhancement.
Personal Skills
Etherious (A)Oni Kind Demon: A race of artificial demons created by Zeref Dragneel, his resurrected brother ´╝Ñ´╝«´╝ñ is the pinnacle of the Demons of Zeref.
Galvanism: Replenishing one's own mana is a simple process for mages and even more so for Dragon Slayers by passively absorbing mana from the atmosphere, the later capable of eating their own elements to drastically speed this process up. ´╝Ñ´╝«´╝ñ however, has shown the uncanny ability to consume other sources of mana that he should not be able to, amplifying his power for a short time. From lightning, divine flames or an amalgam of the elements, all magecraft is feed for the Salamander.

Dragon Slayer (A++): One of five orphans sent through time to kill the Dragon King, ´╝Ñ´╝«´╝ñ was taught a magic specifically for this act. Having killed Acnologia, defeated 2 other Dragons, 5 Dragon Slayers and even a robot Dragon, he possesses the highest rank available for this Skill.
Noble Phantasms
Book of ´╝Ñ´╝«´╝ñPrelati's Spellbook: His "true body" in a sense, so long as it exists, it is possible for him to return. During the war with Alvarez, Lucy Heartfilia rewrote ´╝Ñ´╝«´╝ñ's story to heal him. No longer a "Demon of Zeref" but a "Demon of Lucy", this act of changing Masters designates his summoner as his new Master. While the tome remains open, ´╝Ñ´╝«´╝ñ has access to the mana furnace within, enabling his survival without his Master though any damage suffered by the book will translate to him as well. It also grants regenerative properties to him as long as his Master holds the Book.
Opening the book will activate his Monstrous Strength and Mad Enhancement, regarless of his current mood, though it is possible for a strong emotional stimulus is able to let him regain his reasoning while still retaining the increase (this is extremely unlikely unless, say ... his childhood friend/big sister hopped in the way of an attack to keep him from killing his best friend).
Burnt to ZeroGae Dearg: A property possessed by ´╝Ñ´╝«´╝ñ's flames allowing it to burn whatever magic it touches, whether it be existence, death or time.
Fire Dragon King's Demolition FistOchd Deug Odi: The remnants of Igneel's power, it has been condensed and sealed into a dragon marking on ´╝Ñ´╝«´╝ñ's right arm. The act of using it causes widespread destruction and is able to temporarily negate passive abilities such as god given immortalities.
Power of FeelingsBrynhildr Romantia: An important part of Magic, the stronger one's emotions, the greater the increase in their strength. An emotional person by nature, ´╝Ñ´╝«´╝ñ makes common use of this ability, reaching max "love/hate" when it comes to his nakama or threats to them, capable of defeating opponents who he could not harm a few seconds prior.

The EX part looks like it's more lore/personality than practical application, since it's only described as him losing more reason, and not him gaining more stats.

It does grant a B but that is only when it gets activated. Kinda like Cu Alter's but not constantly active.

So, I just checked and the servant with Onii kind A and mad enhancement B has Str:B and End:A+

It probably depends on the np and skill in question. For instance, if it were Stella and Thrice Setting Sun I'd be skeptical of it, since the legend for TSS only involves a revival with the body still intact while Stella involves blowing your body up across a 2500km distance.

These are my best guesses:
For God Hand, if you used A rank Stella, it'd probably take most if not all of your lives, since it's stronger than Caliburn (statistically superior to B++ and is anti-fortress compared to A+ anti-unit) and is even more of an internal attack than what Shirou and Saber performed.
If you had B++ rank Stella, it'd either not be usable at its full power due to not being able to achieve the "double broken Phantasm" property, or you could fire it endlessly by virtue of God Hand completely negging the self destruction due to it not having the concept of A rank.
Consumated Shape, I'm uncertain, but I think you could probably regenerate. Though due to the total destruction of your spiritual core and scattering of the clay making up your body it might take longer than usual, but it wouldn't be too different from if you were hit by a different giant blast attack, which iirc it can regen from fine.
