I'll write up a revised and somewhat nerfed version (even tho he is already nerfed at this point kek) when I get to a computer.
I think I might make the curse, something like "respect of a fellow hunter" so that his presence concealment drops significantly when faced with those who also partake in stealth, long ranged combat, and other "hunter" like attributes. In addition to that he much separate himself from the world before he attacks

Mana Burst (Lightning) Lightning Flame Dragon Mode (A): Consuming the Dragon Slayer Magic of his friend, Natsu fused it with his own to create a new magic, greatly amplifying his power.
Noble Phantasms
Ochd Deug Odi Fire Dragon King's Demolition Fist: The remnants of Igneel's power, it has been condensed and sealed into a dragon marking on Natsu's right arm. The act of using it causes widespread destruction and is able to temporarily negate passive abilities such as god given immortalities.
Prelati's Spellbook Book of E.N.D.: Natsu's "true body" in a sense, so long as it exists, it is possible for him to return. During the war with Alvarez, Lucy Heartfilia rewrote E.N.D.'s story to heal him. No longer a "Demon of Zeref" but a "Demon of Lucy", this act allows Natsu to be healed so long as his Master holds the Book.
Brynhildr Romantia Power of Feelings: An important part of Magic, the stronger one's emotions, the greater the increase in their strength. An emotional person by nature, Natsu makes common use of this ability, reaching max "love" when it comes to his nakama or threats to them, capable of defeating opponents who he could not harm a few seconds prior.

Name: Sniper Man a.k.a. XxXx_DankSniperShot69_xXxX. The actual man who is taking the role of the Sniper Man is The White Death himself. He looks like this.

Noble Phantasm:
1) Perfect Hunter. EX (Elementary My Dear, modified to fit the sniper thing tho. He will always have a way to kill somebody or win, even if it would be impossible otherwise. With enough prep, he could take down almost any foe. And in battle, there will always be some viable vantage point where he can get a good shot)
2) Antares Snipe. A (Same NP, since it still fits the sniper theme. He can fire it either from the sky, he can summon a bow and arrow to use it at close range. Obviously, he cannot use his magecraft bullets)
3) Thunderer. B (Although not technically taken from a sniper, the ability is much the same. Any gun he holds carries these effects)

1) Magic Bullets. EX (He gets the skill since he gets the abilities from the legendary hunter as well. He can choose to use the bullets or not, and he frankly does not need the help of them. For balancing, these are different bullets from those he gains from magecraft.)
2) Reduced Earth. B+ (Modified slightly so that the same techniques used in the original skill can be used to gain distance instead of cutting it, or just moving great distances in general.)
3) Magecraft (Kiritsugu). B (Magecraft of a certain magekiller and sniper himself, although that was not his main function. Time dilation isn't that helpful since he already has Thunderer. What is more important is the general gain of magecraft knowledge, some special bullets, and a rank up against magic users)
4) Unquenchable Bloodlust. A (Derisive Heart of Steel. Lore/Personality Skill, modified to impose the concept of a "Hunter" and "Sniper." Otherwise it is the same, but it does surpress his divinity that he would have otherwise)
The emodiment of a "Sniper," similar to the Jaguar Man. He can be seen as The perfect hunter, being a combination of all the best attributes of the best hunters in history, both divine and mortal. The man who represents the servant himself is The White Death, the greatest sniper in history. He can use any gun he chooses, whether a rifle or hand gun. He can even summon a bow and arrow if he chooses. He does not use a scope, as he does not need it.

Well he gets A++ Str and End from Natural Monster, im guessing it reaches A+++ due to other things stacking.
