Nagant shoot first cause higher attack speed. Then it’s an eternal argument of if Usopp loses or gets a plant out to defend himself, and then whether that plant protects him enough to withstand the rapid fire barrage of bullets that can curve and hit him from anywhere.

Neither have prep time, just knowledge of the others abilities. Who wins is literally dependent on what the most likely outcome in the beginning of the match is, and I cannot definitively say that either of them win based off of that.

Add on that the arguments have become more and more circular for both sides, and this feels like an incon match.

His bubble plant can probably do it from the arguments I’ve heard from his supporters.

His bubble plant is literally a trampoline, you gotta prove it has the same durability as usopp, enough to withstand an attack.
