Energy waves don’t completely obliterate other characters who are on par with them. And as you pointed out, Goku would eventually realize it wouldn’t work, but by the time he does, Ryuko would’ve already caught up to him, therefore being capable of handling the Kamehameha. And Dragon Ball character’s regeneration doesn’t take place as quick as Ryuko. She instantaneously regenerates when she’s damaged. Also, Cell was literally hit with twice the force of his attack; he was hit with his attack being overpowered being directed back to him, along with Gohan’s Kamehameha. So really, Cell was taking the force of two KamehamehaThat's assuming that goku doesn't immediately notice that ryuko is getting stronger from regen and switch to the kamehameha immediately, and Ki attacks obliterate up to mid high regen which is way higher than ryuko's regen and a being like majin buu whose regen is superior to high mid (mid high) died and couldn't recover from getting attacked by the spirit bomb, also gohan obliterated every cell in cells body when cell was literally on the same PL as him during the beam clash which further prove that even equal opponents can obliterate each other with a charged ki attack. I feel like I've addressed all the points clearly and don't really find any reason to continue further, so I still go with goku.

You're assuming she'd catch up and you aren't taking into account that 1. you don't know how long it takes for her to actually catch up 2. and that goku wouldn't immediately stop using physicals and switch to the kamehameha once he realizes that she's getting stronger and regening everything.Energy waves don’t completely obliterate other characters who are on par with them. So, we’re assuming the latest thing; characters don’t get completely obliterated by the Kamehameha, since it’s what has been going on lately in Dragon Ball. So even if she was hit by it, she would be damaged, but she can still regenerate after being hit by it. There are more instances in the ToP where characters don’t fall out the ring, than actually getting eliminated by it. Ryuko and Goku aren’t really that far apart in AP, so it is very possible for Ryuko to catch up to Goku. I counted the vote for Ryuko because it seemed like people weren’t arguing back, and I stand corrected, it is still going on. I will uncount all votes, until we can all agree on a very likely outcome, but as it stands, it seems there isn’t a nigh-universal agreement on anythingWe already went over that.

No that isn't how beam clashes work, the weaker attack gets overpowered and destroyed and the stronger attack hits, so cell was hit with a kamehameha by gohan who was roughly equal to him while weakened and that attack was charged was able to completely obliterate cell who was better regen than ryuko, and don't give that "she'd regen while taking damage", every part of her body would start getting atomized while inside the kamehameha which is way beyond the regen she has.

The Kamehameha is a singular attack, this attack making him more powerful than he was previously, but he’s not continuously attacking with this, as it is a wave, so he doesn’t get stronger in the middle of the wave being fire. And he does get tired if he uses this for too long, especially in UIO, where his stamina isn’t exactly the best. So Ryuko can evolve to become stronger, the more she deconstructs, and as long as she survives this attack long enough for her to evolve to overcome it, she should be fineYou think she's gonna evolve while getting hit. While Goku continuously adds energy to the wave, Ryuko is going to continue getting stronger while she’s taking it, she’s going to keep trying to push it back. And here Supernatural Willpower can also be a part in helping her exceed her own limits. And she can use Reactive Evolution to adapt to a Kamehameha. Supernatural Willpower is different. Goku can eventually exceed his own limits as the fight keeps going on. For characters with supernatural willpower, they can exceed their own limits spontaneously solely because of their strong willpowerThis is a vs battle not some plot armor PIS friendship power BS, I have proved that equal opponents can one shot each other with charged ki blasts, even if ryuko somehow is able to catch up to goku with reactive PL she's still getting atomized the moment the beam hits. Like goku also can't exceed his fking limits bruh, that's all he was doing in the TOP bruh ultra instinct itself is called a "limit breaking" power.

Reactive Power Level is nothing like Supernatural Willpower. Sure someone can evolve as they fight on via RPL, but SW can act as a way to exceed ones limits on the spot through sheer willpower. Think of RPL as walking up a staircase of limitation, and SW is leaping above a large number of steps quickly. Someone with SW is getting somewhere far quicker than someone with RPL, but they’ll eventually get thereGoku can exceed his limits by saiyan biology + UI. The kamehameha makes him even stronger
Zenkais happen right after recovering from wounds, they don’t happen in the middle of the fight. Goku had several Zenkais in the ToP. He doesn’t necessarily zenkai in the midst of battle, but he does become stronger as the fight goes on in UIO. Which can easily be overcame by Ryuko’s reactive evolution and supernatural willpowerGoku literally exceeded his limits, two to three times in a span of 40+ minutes, he fight, gets stronger and faster thanks to his zenkai ability, he will constantly get stronger by it and The UI which makes him also stronger by each passing second, he literally went from getting defeated by a kia to make jiren on his knees. His kamehameha also raises his power level
Ryuko literally has Supernatural Willpower and Reactive Evolution, so not only does she get stronger as the fight goes on, she can also exceed her limits on the spot. Also, verse isn’t equalized, Goku can’t read her energy because their energies aren’t the same. As mentioned before, Ryuko will purposely get physically beat by Goku in order to become stronger. And she has survived getting cut in half beforeHe actually gets stronger in mindset Of the battle, thanks to his ui that is. And the kamehameha, which also raises his power level. And he will blast her, while getting blasted she us getting blasted he is getting stronger, add the boist if the kamehameha, UI which makes him significantly stronger, faster, better, sharper. He can also dodge most if her melee attacks thanks to : ki reading, air vibrations, analytical predictions, superior martial arts by an embarrassing degree, keunzan which cuts throw stronger opponents, ki mines to distract her, kamehameha, instant kamehameha to obliterate her. Shockwaves to push her back and ebe damage her to a great extent.
