That interpretation isn't even accepted as of now. Because the downgrade thread only even addressed the number of heavenly records and not the number of timelines in a heavenly record.
How can I prove that countlessxcountless isn't accepted as of now? Because if it was, UEG and HRE would both have solid 2-B ratings for destroying/manipulating heavenly records.
Overall, it was a rushed thread (the whole verse cosmology was changed in a matter of 5 hours) with hardly any input from supporters before pages were changed. We were already planning to make verse-wide tiering revisions for most characters (Including Yogiri).
As Oblivion has said before, had our future plans for tier 1 not gone through, they would all be tier 2-B. Where-in-which we would bring up heavenly records having many timelines, however, as I said before the actual 2-B downgrade thread never talks about the number of timelines a single heavenly record has and treats one as having one timeline, and that's what everyone in the thread agreed to.
The Upgrade thread will come though, and whether that's to tier 1 or Countless x Countless, it won't be its current rating. So a battle with Yogiri at this point is kinda dishonest.

Well since the fourth and fifth spots are currently vacant, I'll nominate Kid Icarus characters for High 6-B, or more specifically Hades. Nominating these characters mostly due to their sheer speed as they all scale to 8,900,000 c (Also helps that they aren't slouches when it comes to hax). Hades in particular is much stronger and noticeably faster than the other High 6-B characters and has some decent abilities to boot like soul manipulation and existence erasure.

That Limited Conceptual Manipulation is wrong, what they exactly should have is Non-Physical Interaction for Type 3 Concepts for being able to interact with Abstract objects that have been given form. If the opponent doesn't use Concepts then their magic is no more conceptual than everyone else.
