We made an exception for time powers IIRC. If it's just time travel, time slow and acceleration or time stop then its fine. Affecting the entire space-time continuum significantly might be smurf though.

It's based on time-based powers. Like, the power literally started out as time travel and Hatou later just learned to jump straight to the result of the time travel instead.
Edit: Btw. which key of Klein is #1 9-B? Lots of them seem to have interdimensional range and I'm not sure whether that's smurf or not.

Time powers (within limits) and interdimensional range was decided to not be smurf.
Regarding Tokyo Babel - it was also decided that if the only thing holding a character/series on a slot being Acausality type 5 or anything that make them unable to be interacted/killed but otherwise they would lose because they can't defeat or icon a foe then they would be removed. Ex: Character X fights Y. Y has type 5 and can't do anything to X to defeat/incon him but X can defeat Y if type 5 didn't exist then he would take the place. Basically, Y must have a way to win and against X and not just have a state of being which makes them unable to be affected.

I feel like because of this, The Black Guardian specifically should be superior to Mother Eater, who iirc is NEP Type 1.
