If that's the case then I would like to nominate Supergirl as one of the weakest High 1-C characters. Yes, she has Higher-Dimensional Existence, but her amp is only temporary and will eventually wears off. Otherwise, she's pretty much haxless and a lower-dimensional character can probably outlast her if they have High-Godly + NEP, given that she can't affect NEP or even destroy their dimensional plane due to regeneration.

With speed unequalized, Othinus should be one of the weakest High 1-Cs due to not having Infinite/Immeasurable speed, and thus, gets blitzed by many characters due to Infinite/Immeasurable speed being faster than passive Probability hax. She's one of the strongest with speed equal, however.

Don't think so, her probability carries in even infinite speed stuff, plus instant attacks. But Immeasurable obviously is blitzed
Some verses are also just 10D below her like Sun Wukong without the Immeasurable. Don't know how speed equal is looked at here tho

If that's the case, then yeah, she beats Infinites. But High 1-C is full of Immeasurables and Omnipresents.
If speed is equal, then she can probably just nuke Sun Wukong's plane of existence. However, her passive probability will not work since she can't affect NEP 2.
