Linley can do the next things: His Willpower - can affect really, kill beings from other planes if you don't have a Will that can affect or resist it, create avatars using it.
Can manipulate the Law of Wind, Fire, Water, Earth - each having a lot of specific properties like (Explosive, Heat, Absolute Zero, Illusions, Hardness - Softness, Ice, Sound waves, Music, Sound, Spatial Wind, Dimensional attacks, Fast-Slow -- Velocity, Gravitational Space, Gravity, some more). - All can attack both soul and body. Can manipulate all laws once he becomes a Sovereign (basically the 4-B key).
Has Low Godly Regen and has Multiple Existences (5 actual true bodies + souls). They can fight at full power all separately or become one to increase its power (you still need to kill him 5 times).
Has reached such a level that he can attack simultaneously from more different directions - think of Tsubame Gaeshi from Fate.
Absorbed 20k of souls from within a pocket dimension instantly.
Has like 6 types of Power Suppresions/Nullification - GodRealm, Baleful Aura and Terror, Music Law, Imposing, DragonRoar, and Blackstone Prison suppress/nullify powers and attacks.
GodRealm it demonstrated resisting both time and spatial manipulation - freezing. GodRealm creates around the user a in a way a separated world that it's under the user control - without having your own GodRealm means you can't do anything to the user (well that's within the verse).
Control Space for a lot of effects like ( as he can crush, ripple, destroy, shatter, collapse, freeze, slow, bypass, explode, create rifts, restrict, suppress, compress, slice, congeal, gravitational space, fold and distort, can simultaneously attack from multiple directions (basically Tsubame Gaeshi from Fate), has control of the spatial movement, passive dimensional blade on his swords). It can reduce even space itself to nothingness.
Control Time for (Slowing time x200 times).
Through the Pulse of the Earth can phase his sword through the enemy and attack the organs; via Dimensional Edge which tear/slice the Space, Dimension and Reality itself.
Can reduce targets to a stupor state via Spiritual Chaos.
Void Manipulation via Sword Techniques which have infinite speed.
Existence Erasure via Willpower and Sword Techniques.
Has resistance to all things mentioned above (including Fate and Space-Time attacks).

Ness's fate hax destroyed bugs bunny who was leagues above him in AP and Durability, as well as hax. Plus, Ness's fatehax destroyed the judeo christian god. Ness is certainly one of the strongest Low 2-C's
