Either way, "massively superior to countless 2-B" alone wont be enough to affect Arceus, unless there is more context to this "massively superior"

Why? We already established Gods and Deities have Multiversal range, we aren't even done editing all the profiles, but Maruki was done and he was the most requested to fight Arceus amongst supporters.
