To What Extent Can a Bullet Harm Higher Tiers?

Long story short: Some of the strongest punchers can punch with force comaparable to low caliber bullets. Of course that isn;t going to stop said bullet from turning you into swiss cheese. To an extent a bullet's small surface area and high penetrative power allow to it to damage people with higher durability than the ap of the bullet. My question is: to what extent is this? At what point does the durability become too high for bullet's penetrative power to matter? A few times? A massive amount?
 
That's a bad example, given that Goku has the explicit weakness of having lower defenses when his guard isn't up.

To seriously answer your question, well, don't look at their tiering, look more at their durability. Some high-tier characters are absolute glass cannons, while others are just meat shields. So, it's not really a matter of tiering, it's more of a matter of durability
