That's weird: Large dinosaurs can't effortlessly one-shot eachother with their tail. He isn't even Wall Level+

It doesn't make sense, then, and there should be a CTR.

Also, I doub that a Blue Whale is physically weaker than an Apatosaurus.

Yeah, that part should be removed. The Brachiosaurus is only 9-B based on size alone, and is still far less massive than the Blue Whale. It only has the 9-A rating because of how fast it could swing its tail.
