Nero has Weapon Triangle advantage GG.

I would say Nero due to two main reasons.
The first is her skill Thrice-Setting Sun, which allows her to revive three times as long as she activates it before the fight starts.
And the second would be her Imperial Privilege which is absolutely broken as it allows her to learn and do pretty much anything as long as she desires it.
