Hax only works based on dimensionality, not tiers. Both Asriel and Bill are 3D beings with 4D stats/hax, meaning their hax will work on each other.

Beacuse that's how souls and mind work on gravity falls universe, but in undertale they aren't conected, and again, in the mindscape form bill isn't 2-A to the mindscape, unless You want to argue that bill and mabel also were 2-A in stanford mindscape

Go make a CRT arguing UT should get Mid Godly resurrection instead of Low Godly then.
Plus it's called "verse equalization", UT Souls don't contain the mind, but in vs threads it's assumed Bill can also target Asriel's mind as it's still an incorporeal part of his being lol.
It just means that in his 2-A key his NPI is powered.
