No it doesn't. That explanation you're giving is meaningless and not accepted anywhere on the wiki. That's simply a side-effect of having Intangibility for yourself. Not having your body fall apart doesn't mean you can interact with the intangibility of other people.

They need to have feats of being able to physically interact with someone who is intangible. You need Non-Physical Interaction.

However, Kurogiri isn't fully intangible, only partially, he just hides that part of his body.

Kurogiri has no way of restraining the Spider Devil so he can kill her via his Warp Gate, especially against someone as nimble as her.

But Kurogiri isn't getting hit either, as he's pretty good at hiding and keeping his solid part away from attacks by warping it away.
