It takes a few seconds to make the attack and a few moments to damage the user. Cumber/Hearts would be so screwed over by the mental torture that they wouldn't be ready for the next attack that should one shot.

The scaling chain should look very similar to what @Zamasu posted. FW would most likely body Cumber in Base form let alone the fact that he could shoot all the way up to SSJBE

Cumber's first move would need to be Corruption and Hearts would need to pin FW via Gravity neither of which have been shown effective on someone that would stomp them to hell.

Pretty sure Heroes scale above Xenoverse in term of AP so Cumber would actualy have the AP advantage.

No he actually wouldn't. They scale to vastly different versions. The ONLY difference is scaling to a somewhat stronger Demigra than FW1 's story. That's it. FW 2's scaling chain surpasses Cumber by a crapton in quality and quantity.
