I don't think there is enough proof that the Brain Suckler damages the brain to the extent where it would count as decapitation.
Besides, the Terrarian ca die from decapitation if we follow the Death messages.

Yeah and you will get ripped to pieces for taking fire damage of all things. The animation being always the same is game mechanics.

also why does the terrarian have Low-Mid regen ?

Because can apparently regen from chopped off arms. The nurse mentions that she put back the player's limbs back unto them, implying that natural regen can do the trick also.

To be quite honest, Low-Mid Regenerationn is a bit more consistent if we take into consideration that the Terrarian can regenerate from being pelted with loads of projectiles including javelins, fairly large arrows, and being burnt alive by a flamethrower as well as many more.
The death animation of the Terraria being ripped part with their limbs and such being flung everywhere (as stated by Saikou) is pretty much one of those death animation the player dies with irregardless of the cause. It is identically to how Steve only falls 90 degrees to the right when they die instead of blowing apart in a bloody mess.
