Which still brings me to my previous question. What I mean is if one can move out of the way of the slash after it lands but before it finishes its full arc

Oh then no. The slash is instant, you can see two panels where Shimon is cut instantly.

Hm that'd be pretty tough then. Minato's durability does scale considerably above Shimon's AP (even assuming this is using the 6-C rating), but that'll still damage him. I'll wait for more arguments before voting.
