I mean, Goku is more of a flat character, so his character development is more of him developing the characters of others. But yes, Goku does have his own character development. SethTheProgrammer even did a video discussing how Goku's training from various teachers and battles over the years actually changed him as a character.

but to be honest, at the start of the series, Goku is kind of a blank character after that fall when he lost his "memories"
