Think on the bright side, vs Thread with equalized speed Garou will have a huge speed advantage with GRB in some cases. Like if he faces someone MHS and the fight is equalized, the garou's speed will be at that speed but he will still have the greater speed of the GRB.

Because if the attack touched the Earth would destroy it. So Saitama was forced to jump and redirect the attack, its why Garou said "You can't dodge mid-air", meaning he expected him to avoid it before it went off.
He states you can’t dodge this by jumping which he could even in mid air especially if the attack was thousands and thousands of times slower then him
He said "Fool! You can't dodge mid-air". Saitama only jumped so the attack wouldn't hit the Earth, since he believed it would destroy the planet on contact.
The attack is 99% lightspeed and has a range of multiple light-years. PS and Flashy Flash aren't surviving or reliably dodging this attack.

MFTL combat speed with Rel+ attack speed with GRB would mean the speed of GRB would be reduced by a lot tho.
Let's say Garou is fighting against a character who has combat speed at SoL. Speed equalization would reduce Garou's combat speed by ~617x along with the speed of GRB by the same multiplier to around mach 1415.
The whole point Qaws was making is that speed equalization does not apply to fixed speed attacks like Garou's GRB.
The only reason the GRB is assumed to be Tier 4 is because it was treated as a realistic one. Meaning it has to adhere to realistic standards. You can't have it both be the strongest GRB ever while also having physics breaking speed.
He can copy natural phenomenon but what he improves is abilities and techniques. So there's no in-text indication that his GRB is any faster than a normal GRB.
I may be misremembering, but isn't the Nuclear Fission Fist explosion still considered faster then a real nuclear explosion cause of his fight with Saitama? I remember people created a thread to change this and it was denied because it wouldn't make sense for it to be slow or something like that.
