EVERY DRAGON MUST BE above demons in AP. And OPM already made it very clear.
And since there isn't any specific AP fo a Demon level monster then there isn't any for Dragons either lol
Evil Eye for example, can pretty much destroy multiple cities (not at once obviously) and still a demon level being.
If Evil Eye was let to do as it pleases before a proper S Class intervened it would be classified as Dragon level by the Hero Association, kinda like how ONE said that if Beefcake lived for a while longer before Saitama appeared his threat level would have been upgraded to Dragon
also, who’s better than monster association to classify threat levels?

i mean, Gyoro Gyoro can sense powerlevels, hero association has nothing like that, only tatsumaki can tell how strong is an opponent only by sensing it’s aura, and i’m pretty sure that tatsumaki aint gonna lose her time at classifying monsters for Hero A.
I never said the contrary, but threat level scaling only works for the Monster Association because they are ranked explicitly by strength by an esper that can feel "power levels". Threat levels given by the Hero Association are based on dozens of factors mostly unrelated to strength which makes them unreliable for scaling, ONE wrote an entire bonus chapter about this.

Ok, mine are Small city level at least for low dragon. City level for Mid dragon. Large mountain level at least for High dragon. Continental to Multi-continental for Above dragon

the weakest dragon is stronger than the strongest demon.
so the value will always depends on how strong is the strongest demon.

the same goes for demons, the weakest demon is stronger than the strongest tiger.

we just need to use an “at least” and problem solved

Garou went on a whole speech once about how disaster levels are irrelevant nonsense and are over-relied upon. He was right tbh.

It's been demonstrated multiple times that threat levels aren't everything and are even subject to change. For example, Marugori was only classified Demon but if he had been able to rampage longer he would've been upgraded to Dragon, this alone demonstrates the entire point that disaster levels don't mean everything and don't have required baselines besides what the actual threat level indicates on its own (as-in the whole "threat to large crowd", "threat to city" type of thing). If a Monster had the capacity to poison an entire city in a short time frame, it would reach the requirement for disaster level Demon, even if its raw stats were inferior to a B-Class Hero. Withered Sprout was considered Dragon (possibly somewhat overrated for obvious reasons) even though its stats were explicitly fodder, causing it to rely on mischievous trickery in combination with its unique ability to actually become a noteworthy threat, otherwise a regular A-Class Hero would stomp it.

No, threat levels are not automatically indicative of stats. Though we can INFER stats based on a combination of feats, statements, and scaling, and factor disaster level into the equation. Which is why it's safe to say that Golden Sperm for example is obviously stronger than any Demon level Monster and most Dragon level Monster's even though his actual visual feats are unremarkable.
