Doesn't get treated like that since threat levels aren't inherently tied to stats at such a plain level. Like we can't assume Gums has the attack potency higher than Genos' best feats before the MA arc just cause he's Dragon level. Like sure most of the time a Dragon level threat is physically stronger than a Demon and such but there's nuance to this stuff and OPM also isn't the most consistent.

I know that but they can be a dragon threat if they're left long enough. Threat level in OPM in general are inconsistent just like the manga said.
I just need an estimate AP, not a bunch of reasoning. Can't have short answers this days.

Monster Association choosed their threat level based on their destruction capability no? If someone's level is decided by someone who is able to find a monster's threat level in Monster Association, I think it should be fine for them to at least scale to "Evil Eye and Tatsumaki make a storm". Evil Eye is unknown level but he wasn't a cadre which is given to threat Dragons.

Should Garou scale above everything in the real world? he should be able to replicate all of them no? resistance to effects of every cosmic event and etc.

i mean, Gyoro Gyoro can sense powerlevels, hero association has nothing like that, only tatsumaki can tell how strong is an opponent only by sensing it’s aura, and i’m pretty sure that tatsumaki aint gonna lose her time at classifying monsters for Hero A.
