Was he that bad, though? The only thing I remember about him is that he was arrogant because he was born as a monster, so he hated those who became monsters by external methods. But I don't really remember him being even remotely comparable to Fuhrer Ugly or Royal Ripper

Homeless Emperor is a bastard sure but he would try to be "efficient" and kill as many humans as quickly as possible by wiping out large population centers with bombardments. Fuhrer Ugly explicitly wishes to torture his victims and extend their suffering for as long as possible.
Psykos is an evil person but her actions come from insanity, not maliciousness. Had she retained her sanity she would probably just be much like Fubuki prior to meeting Saitama or maybe not evil at all assuming Tatsumaki shuts down Fubuki's teenage world domination plan lol
