It is not accepted Saitama's speed growing at the same rate as his AP. I think it was because the narrator only states that his strength is growing exponentially and iirc someone said it is not consistent with speed feats or something.

the narrator doesn’t need to mention speed strength was the only thing that mattered in that fight and nothing is inconsistent nobody even scales to IO garou and saitama they literally can’t be inconsistent in the first place their is no set level of speed for any of these fighters we still don’t even know how fast they are to this day besides massively scaling above PS and garou speed

He didn't regenerate, he recreated the arm. All his forms post-darkshine are basically shells containing a human.

Unless you think Garou's arm is hilariously small compared to the size of his body, then he did indeed regenerate his arm. At this point of the fight, the shell wasn't like his Gargoyle form, it just covered his body as an external layer

He doesn't even have human anatomy where his arm used to be. It literally looks like energy crystals. Which makes no sense since his face is (partially) organic.

Regardless, his body shape and height is the same as it was when he was still a human without the monster layer. So, even if his body does not show Human Anatomy, it still is regenerating his arm, not just an external monster shell like his Gargoyle form.
If it was just an external shell, Garou's arm would be really, really small compared to his body

His face being exposed while the rest of him is still monsterized is proof that that form is also a shell, albeit thinner. Regenerating his arm in the way you're describing the feat would imply Garou's real body is also some type of crystallized raw energy. Judging by his face, not all of his body is like that. Since he didn't regrow a brand new arm, but instead put his arm back together from the fragments in the air, this seems more like restoration than regeneration to me.
His ability is clearly different than somebody who would have elemental intangibility with regeneration tied to their element, for example.

But iirc if you want a close to pure evil, would homeless emperor count. Yeah he had a tragic backstory but what he did renders it meaningless considering he wants all of humanity to die and that would probably include kids as well

Pyskos did human experimentation, highly hinted r-word, stuff to even other monsters, and overall did some pretty messed up stuff.
Void for WC reasons since the manga aint caught up to it yet. He killed thousands, created a system that abuses children to "refine" them to be assassins, and mutilated people and graphed their skin onto himself.
