Saitama did never. The most recent Saitama fought and got surprised by tatsumaki, meanwhile the intraining one didnt even get affected by her, this just means that she wasn’t really trying.Technically Saitama had chronologically already stomped Tatsumaki’s AP before fighting Boros, so technically speaking, wrong. And I’ve got even more justification on the way soon….

Saitama likely judges based on how grand the attack is, not on how strong it is.
Geryu was launching small rocks, which is why Saitama said he's throwing around pebbles. Tatsumaki was throwing large rocks and creating a large whirlwind, so Saitama thought it would be fun to go in there.
Can't really said one is greater than the other based on Saitama's reactions to them.
